As David said, use "annotation" and "colors" in ColorBar to get this:

No, the colors are fine, I just want to box the colorbar in a black frame.
I can't get this command from the CDB of Colorbar or from the docs.
Any clue?

You need to change the color of the Annotation parts of the Colorbar.
If you open the CDB for Colorbar, you should see the controls for
changing their colors. Look at the docs for Colorbar for more info.
