It seems like a good idea to be able to distinguish records based upon
whether or
not they are associated with a clinical trial. One might even want to access
only
those records associated with clinical trial, and, of course, specifically
clinical trials.

As an extension, one might be interested only in records that might be of
interest,
or are known to be of interest, to a Public Health Group, e.g., SARs and
special
circumstances or events (cases arising during the military operations in
Iraq).

It seems analogous to stamping a passport, need a stamp at certain times and
need
a record of such events. This in turn suggests a need for updates based on
parallel
record-keeping, e.g., periodic shots to keep one healthy. When a record is
accessed
an automatic check is made and an entry created if there is a need to take
some
action.

There must be other conditions that should prompt an update.
