That's what I was asking here
The reason for ommitting committers from the proposal text is that
once the project is accepted, it is within the powers of the newly
established PMC to appoint committers, so committer list is of no
concern to the Board.
In practical terms this normally means that all committers of the
incubating project automatically become committers of the graduated
project, as I believe was mentioned elsewhere in this thread.
