I hate changing votes in the middle of a thread. There was some information missing that I've been able to get a clearer picture of the situation.

In the initial discuss thread there was a request to add two people to the PMC by one of the existing PMC members. It is up to the community to make that decision. There was ample time to resolve the issue and it seems that due to the lack of clear policies there were different understandings on how the new PMC is formed. The current information seems to indicate there is no hard and fast policy but that the proposed PMC composition is a community decision. I agree that during incubation the PPMC was mostly invisible which is a credit to the members and the community.

Since there appears to be some community unease about this situation I believe that this issue should be resolved before taking a resolution to the board. Perhaps the right thing to do is to poll the community for people who are willing to discharge PMC responsibilities and form the group from that set of volunteers. Unfortunately, this probably should have happened during incubation but everything executed so well I expect no one saw this level of concern coming.

It would be good to get some comments from the other PPMC members on this as David seems to be fairly alone in discussing this and as the proposed PMC chair it puts him in an awkward position of "leading" the discussion. Perhaps this is another indication that more active members would benefit the PMC.

       OpenEJB Project, and to have primary responsibility for
management of the projects within the scope of responsibility of
       The Apache OpenEJB Project; and be it further

       RESOLVED, that the persons listed immediately below be and
       hereby are appointed to serve as the initial members of The
       Apache OpenEJB Project:
