I for one agree with this proposal.  For several years we’ve said that this 
layer is basically on life support, someone who uses it should step up and 
maintain it, and yet at no point does this happen.  It’s actively accumulating 
security fixes so can’t seriously be used in any real deployments as-is, so it 
must be redundant.  There’s no point in redundant code taking up the 
not-maintainers time, so we can remove it.
