IMAGE_INSTALL is a runtime namespace, the same as RPROVIDES/RDEPENDS,
not PROVIDES/DEPENDS so using iproute2-ip there should be fine.

I think IMAGE_INSTALL should work (behind the scenes it adds to
RDEPENDS for the image).
