Huh, that's odd.
Thunderbird and my email delivery chain doesn't usually mangle patches.
Looking at:

and downloading the patch by clicking on the 'mbox' option in the top
right, worked for me too.

Patch CVE-2024-0151.patch can be reverse-applied
So I suspect that V3 of the patch needs to also remove
CVE-2024-0151.patch, since the version bump seems to include the fix.
and documented in the commit log!
