v4 adds selftests to the spdx3 export series:
- Tests for kernel configuration export (SPDX_INCLUDE_KERNEL_CONFIG)
- Tests for PACKAGECONFIG feature export (SPDX_INCLUDE_PACKAGECONFIG)
