Not really. The form view of Projects is still considered configuration data because a Project is not a working document, in the sense that tasks or sale orders are. It's more similar to Financial Journals or Sale Shops, something you configure once as a "framework" or "category" for daily operations that are then done with tasks / issues. Project Managers may need to view them on a daily basis, but probably more for reporting than for editing, and there are other ways to access reporting features (such as grouping the tasks/issues/timesheets by project, or using Analysis views). Project Managers also have access to the configuration menu, so it's simply a matter of usability/taste (2 very subjective topics indeed). In 7.0 the Projects menu was reintroduced at the top-level because it is now a gateway to the high-level project management kanban view, that gives direct access to tasks and issues. In any case you can imagine that such usability choices are highly debatable and we cannot change them in stable releases as soon as someone finds a certain choice "weird" ;-) Stable versions receive bugfixes for validated bugs exclusively, and this one is the very definition of a "Wishlist" request. Feel free to request a custom patch for these kind of issues via OPW, but they cannot be merged in official stable versions...
