view-xml changes does not reflect without restart of web-client even
in `development` environment

Bug description:
Hello,
Any changes in xml of view does not reflect in web-client, even in the
`development` environment.
To reflect the changes, we need to restart web-client each time, which
is annoying for development-phase.
It is due to config-option `environment` changes, that environment does
not work properly for @cache.
Note: this bug exist in trunk web-client branch.
