Do not hide reports from the right-side bar

Bug description:
In recent versions of OpenERP, many shortcuts to reports have been removed
from the right-side bar, probably in hope of masking it most of the time.
This is not the right approach because it breaks the consistency of the
right-side bar: it will still be displayed if other modules add shortcuts, but
will not be properly populated.
If the right side bar is a burden to the UI, it's a client problem and not an
addons problem.
It could be fixed by letting users chose whether or not they want the
right-side bar in the first place.
