Will it shortcuts still need XML bits to get added to that new interface, or will it be completely automatic? Because if it's not automatic, then this bug remains valid with the new interface too. Lionel.

This is not the right approach because it breaks the consistency of the right-side bar: it will still be displayed if other modules add shortcuts, but will not be properly populated. If the right side bar is a burden to the UI, it's a client problem and not an addons problem. It could be fixed by letting users chose whether or not they want the right-side bar in the first place.
