Sorry for not being clear on this.

I'm able to create a partition of mode=primary and partition
type=physical volume in the 'Physical Storage Mgmt' module but after
that I can't do anything else.
It's not possible to create a volume group in the 'Volume Group Mgmt.'
(no physical volumes to add). So I can't create a new volume of type
iSCSI before I have configured a volume group.

It seems like the server did not discover the new created partition.
I rebooted server but still partition is not visible in the 'Volume
Group Mgmt.'.

You create iSCSI devices in the "Create New Volume" section. You are 
currently trying to do it in the wrong place.

Select Filesystem type of iSCSI when creating a logical volume. Also, 
iSCSI type devices have network ACLs enabled, so once it's been created,

you need to edit it select which networks are allowed to access it.
