Ali, The problem, I am afraid, is not the fan.
The root problem is the speed of the fan. These fans are designed to cool the switches at 55 degree C when running at the top speed. When it is running at "cooler" environment, it only requires half, even one tens of the speed. This of course will make the fan much quieter. In order to reduce the noise, there are two drivers required. One is the temperature sensor controller, which measures the temperature of the switch so it can determine the fan speed. The other is the fan driver, which can control the fan speed. I can provide the drivers for both, but it will need to be integrated into the Indigo code.
