Yes, that's correct. Controller that establishes the connection first with the 
switch gets the ownership. Currently the default ownership strategy is first 
come first get, so this kind of distribution you see is very much possible.

I think the default behavior for ownership is simply which ODL receives the 
incoming connection first becomes the owner. I might have that confused with 
the ovsdb side though.
