Yes, I'm using Pica8, I've tried with other OVS instances and Meters doesn't works properly as mentioned before by Tomas, but on Pica8 we're able to create meters. This Pica8 is configured using OpenFlow1.4, I saw that OFP Boron release doesn't works properly with this version, but Carbon works fine. You think that can be something related to OpenFlow version + OFP version? regards.
