Then the grouping of maintainers has the authority to make policy decisions -- 
technical decisions concerning the entirety of the project.

Now, a group to look after the community well-being, like the CWG from KDE 
that Lydia represents, is still needed, but given the differences in size and 
profile of community, I don't expect it to be needed right now. Something for a 
group of people interested to think of starting on their own.
