Is that so?

1.) I do not think that the language is the big issue in programming. You can 
always have Python which beats VB hands down in terms of ease and 
productivity and is not limited in the way PHP is.

2.) Pointy-clicky IDEs / RAD tools are much more the issue. They are coming. 
VDKBuilder is a very decent and mature system. KDevelop in conjunction with 
QTDesigner makes writing KDE/QT software a breeze. Using glade, you are open 
to use languages other than C/C++ due to their XML interface - you "paint" 
your user interface in a similar way VB users do.

3.) However, there is no lackof open source developers anyway. Look at 
freshmeat.net: it is a bloody avalaunche!
