It would seem that the first step in building a consortium is have something
to build with.  At present, very few OSS medical software projects are more
then pilot cases.  It would seem that we are still at least a year or more
out for any serious deployment of many of these projects.

You are correct in that at some point the software's author or someone will
have to submit a response to a RFP to even be considered at a large
healthcare institution.  If the community as a whole needs to build a
consortium to represent itself that is a touchy question.  Given the two
flamewars that I have observed here, both of them involved community issues.
