OK, but "to arrogate" is by definition perjorative eg from Websters (all
the other
major dictionaries have similar definitions):

"Arrogate \Ar"ro*gate\, v. t. [imp. & p. p. Arrogated; p. pr. & vb. n.
Arrogating.]  To assume,
or claim as one's own, unduly, proudly, or presumptuously; to make undue
claims to, from vanity
or baseless pretensions to right or merit; as, the pope arrogated
dominion over kings. "

Of course many commentators have used the verb "arrogate" when
describing the emergence of the 
MS Windows interface vis-a-vis the Mac interface, or for that matter,
the original Mac interface
vis-a-vis the GUI research being done at the Xerox PARC labs in the late
70s and early 80s.
