I would like to reinforce Horst's point, you will get a very distorted view of open source adoption if you focus on VistA as you are starting at the highest point in the "food chain". You should consider reframing your research question or broadening your focus. It would be interesting to see if patterns change depending on what "layer" you are looking at.
Lastly, we are currently in the middle of a study for the Canadian Federal Government investigating current supply and demand, degree of adoption, opportunities and policy issues in the private and public sectors.
