Second Proposed Version of EMR Standard Moves Forward
 December 3, 2003 Standards group Health Level Seven has “largely completed” its second version of a standard for electronic health records, and the new version will likely be up for a vote in March, Health-IT World reports. Last summer, HHS asked HL7 and the Institute of Medicine to develop an EHR standard to promote adoption of electronic records (Reid, Health-IT World, 9/15). HL7’s first version of the EHR standards was rejected in September, after its members voted against it. Several health care IT organizations held meetings in August before the vote to collect feedback on the proposed standards. According to a report from the meetings, participants disagreed with the basic features included in the health records, as well as smaller issues, such as the meaning of certain medical and technical terms. Others thought the proposal was too large in scale (iHealthBeat, 9/15). Since then, discussions with the health IT community have been productive, according to Linda Fischetti, co-chair of HL7’s Electronic Health Record Special Interest Group. Small groups are now reviewing the proposed standard, which was presented to physicians at the American Medical Informatics Association meeting in November. The EHR Collaborative, which originally contributed feedback about the standard, will again gather comments about the proposal before the next vote. HL7’s EHR group has clarified which functions should be included now in the standard and which ones should wait, as well as how the standards will work in different countries. Many of the changes to the first version involve simply restructuring it for clarity, not changing the core standard, Fischetti said. The amount of interest in the proposal makes it likely that the second version of the standard will be approved, according to Fischetti (Reid, Health-IT World, 12/2). HHS plans to begin some demonstrations with a model health record next year (iHealthBeat, 9/15). |
