Have you looked at the RPMS documentation at: http://www.ihs.gov/cio/rpms/indexnew.asp
This includes documentation and contact points, etc. RPMS uses M and is a variation of DHCP or VistA system from the VA. RPMS is open source itself as I understand. Good Luck!
