Yes, by traversing the RPT table with saHpiRptEntryGet from a user point 
of view. The core library relies on the hardware platform plugins to to 
let it know about new entities.

Right. Inter-entity communication is not how we have implemented HPI. We 
use a plugin architecture, and the plugin provides information for its 
hardware platform through a plugin abi.
