I support the proposal to add this to the infrastructure.  One brief
comment below:

We should do this in such a way that SNMP trap support is not started,
unless the user configures a plug-in that will use this capability.  At
a minimum, the daemon should still be able to be compiled without
needing the libsnmp-dev package.
