I'm not completely sure what issue you are running into.  I can run: make 
distcheck on 7110 with no problems.
It is likely that you do not have the openipmi development environment 
installed.

Try this:

./bootstrap
./configure --disable-ipmi
make

Then vi the toplevel Makefile - and find the distcheck target in that file.  
Find the configure line for distcheck - and add --disable-ipmi to this 
configure line.
Then run:
make dist
make distcheck
