If the plugin is disabled, then closing the bugs is fine.  Otherwise, it
needs to be documented somewhere that the ipmi plugin has serious
problems and should not be used (listing the bugs helps to know why).
Or a 'use at your own risk' statement perhaps.

the bug tracker has still 4 bug reports open against the ipmi plugin,
but we have a decision not to maintain that plugin anymore.

Therefore I suggest to reject and close all these reports:

capabilit
1693130         RDRs are not being populated
3029659         IPMI: missed B.02 saHpiEventLogCapabilitiesGet support
