Sorry for the late reply. I was on long vacation. 
I have not used static plugins. I am ok with removing it.

It could be used for easier debugging and I do not know what other
purpose was envisioned when it was created. So I am being cautious... 
Does this feature block OpenHPI on Windows even if we choose to build
only with dynamic plugins? If that's the case we can remove it.
