OpenHPI daemon uses this file for recording all encountered resources.
The format is binary and rather simple:

<max resource id assigned>,<res1_id>,<ep1>,<res2_id>,<ep2>....

See utils/uid_utils.c for internals.

The file purpose to ensure the same resource ids will be assigned even if  
openhpid is restarted.
The file is created and maintained by openhpid and user is not generally  
supposed to do anything with the file.

However there is no significant value in persistent resource ids, I'd say.
May be it makes sense to remove this stuff in the future releases.
