Anton,

I think that at least having the option to have persistent resource Ids is a 
good thing, and I would not eliminate it too quickly.  Although a 
well-structured management application should use entity paths to identify 
specific management capabilities, "quick and dirty" applications will find it 
more efficient to directly identify management capabilities by having a priori 
knowledge of the domainId/resourceId.
