I have searched for openhpi-2.1.4 in svn, but I can't find this version.
Please let me know from where did you get openhpi-2.1.4?
FYI, configuring oa_soap plugin with openhpi-2.1.4 is invalid.
If you find this issue with Openhpi-2.14.x?
Then please go for the 3.2.x release, which is going to be released on 13th Aug
2012.

FYI, ilo2_ribcl and oa_soap plug-ins are added to OpenHPI from 2.11.x
release onwards.
Could you please let me know which plug-in you have configured in your
setup and openhpi version too.
Is it happened in openhpi-2.14.x with ilo2_ribcl/oa_soap plug-ins
configured?

Just my observations:
- I cannot find 2.1.4 on the OpenHPI site.
2.1.2 and 2.2.0 were released in 2005.
- The error message was produced in saHpiRdrGet().
Seems your app tried to get RDR along with alarm.
Btw, what app did you use for getting alarms?
It could be that the issue is HP plug-in specific.
Let's see what HP guys say.
There were several bugfixes that can be relevant to the issue:
#2798414 hpi_shell always reports "No alarms in DAT" event there is an
alarm.
