If they fail the connection is closed. For each RPC request we have 2 attempts to deliver. If first attempt fails then second attempt re-opens connection. Delay between attempt is 2 sec. See cSession::GetSock and cSession::DoRpc functions in baselib/session.c As for Daemon <-> Shelf Manager connection: it depends on used plugin.
