I don't think openhpi-libs is a mandatory package.
Frankly speaking I've never encountered that package before.
All the packages are defined in openhpi.spec.in and there has been no
openhpi-libs for years.
May be redhat maintainers have different OpenHPI RPM structure.
Your installed set is sufficient.
