Yes, those components are set to zero. Actually, it looks like they're
unconditionally set to zero.

OK, I spoke too soon. I just did an update and the latest code does
indeed try to set the partitionEnforcementInbound and
partitionEnforcementOutbound when the partitionEnforcementCap is zero.
Just like you predicted :-)
