Yes, but the "make configure succeed on a system missing a dependency"
option is far from a de facto standard. In fact I don't know of any
packages that have such an option.
If you want a libmthca tarball and you can't be bothered to install
libibverbs, what's wrong with http://openib.org/downloads.html?
