For the most part, yes.

The lanserv directory started out as a testbed for testing out the main 
OpenIPMI library, but it has recently been adapted for use as a real BMC 
in a real system.  It can also perform as a BMC with qemu.

This can be done with OpenIPMI with the lanserv code.  It's not easy, 
though, and it won't have a lot of the features that some BMCs have 
(video console over IPMI, web page management, etc.)

The only other options I know of are commercial, PigeonPoint system has 
one for ATCA (and maybe others) and AMI does it for server class 
systems.  There are probably others.
