Regarding my map scale problems:

Basically, when you click "Open Map Viewer" you can click the "Zoom Level"
button and see the current scale and resolution.  I expect the scale to be
in the thousands, but it is only 30ish.


Regarding my zoom problems:

To add layers from the portal.
1. Close the map viewer
2. Click the search button
3. Find the "bedrock" entry and click "Display on Map"

Now select the zoom box tool (the magnifying glass in the upper right
toolbar) and try and use it.  There is some offset.  If you add more layers
from the portal the offset changes.  This offset also shows up with
double-click and mousewheel zooming.
