Solved it, I added the fakebase layer to my map first so the overview base
wouldn't show up, added the overview base layer second. Then instead of
setting my overview map to no layers (so it would either use the fake base
and show nothing) or set it to use the overview layer specifically (so it
would mess up my extent and the zoom is all screwed) I instead used
overviewlayer.clone and everything is normal.
