With respect to the CSS , earlier we were going with the following code
.olImageLoadError {
background-color: transparent; /* may likely be omitted */
opacity: 0.5;
filter: alpha(opacity=50); /* IE */
}
After changing the file according to your given suggestion the output is
same as earlier.
