One of my colleagues here at PSU figured it out:

var control = map.getControlsByClass("OpenLayers.Control.SelectFeature");

control = control[0];

control.handlers['feature'].stopDown =false;
control.handlers['feature'].stopUp = false;

I tried the fallThrough property and it was ignored... it seems like there's another event handler snagging my clicks, I tried setting sm.events.fallThrough = true; but that just broke it...

I have fought with this a lot, so if it's the same problem I may be able to offer some workarounds, but I'm not sure I understand your issue - are you
trying to allow clicks on layers beneath the vector layer?  If so, what
types of events and what types of layers are they?

For the fallThrough, I think you can use vecLayer.events.fallThrough = true;
