a step by step procedure for learning openlayers

1. read thru the openlayers docs
2. review the examples
3. install firefox and firebug
4. experiment with the examples
5. check the mailing list archives for previous answers

as for what you describing for your project, they are all
quite standard and covered at http://docs.openlayers.org/

look at the examples for geoJSON, vector layers & styles
