There isnt a solution in usual sense. Chrome have gone out on their own 
on this one, see

There is a suggestion that they may do a fix but the developers are 
clearly reluctant and dont see it as an important issue. You could add 
your vote on this on.

At this point, using a webserver is only way to make it work with 
Chrome. (IE, Opera, Safari and FF are fine).
