Chrome have gone out on their own on this one, see http://code.google.com/p/chromium/issues/detail?id=47416 There is a suggestion that they may do a fix but the developers are clearly reluctant and dont see it as an important issue. You could add your vote on this on.
At this point, using a webserver is only way to make it work with Chrome.
