Just another thought. Your html file is ALSO on the server ?(you arent trying to have a local file accessing a remote server file?). You can get away with this for WMS but I dont think so for gml. In everything except Chrome you should be able to get away with local html accessing kml is same directory as html or in a subdirectory though.
