I'm thinking you'll have to do what I did, which is copy the code that
would ordinarily draw a circle and add the parameters you reference.
Then modify the algorithm to distort the circle along the lines you
reference.
Of course, someone may know of how this has already been done, but this
is pretty much what I had to do to make geographically correct circles
(which end up looking sort of like ellipses)
