Same answer applies, but another option would be to just hand-code the
ellipse if you only have one or two.

when the mouse hovers over a point.
So, there will be a point on the map -- easy.
When the mouse hovers over the point, I want the ellipse to become visible, and
hide on mouse out, kinda like the example at
http://openlayers.org/dev/examples/graphic-name.html
