You still misunderstood the installation instructions:
Download "OpenMeetings including Red5"
That OpenMeetings including Red5 means: You download the ZIP from OUR page
and there is NO need to download Red5 additionally cause the zip packages
INCLUDES already Red5.
Can you understand that?! :D I mean those words are already highlighted +
underlined and lead directly to that package which is called "OpenMeetings
including Red5". I don't know but there are ten-thousends other people that
are able to understnad this ^^
And you are asking Installation instructions.
The Issues tracker is for bugs.
It is quite clear written down here:

that you should write installation issues to the mailing list.
