Hm,

have a look at the French file:
http://code.google.com/p/openmeetings/source/browse/trunk/plugins/moodle_plugin/lang/fr/openmeetings.php

The codes must be HTML conform.
I think UTF8 should be okay, but for special signs like üöä or áàâ you need
to replace it with the appropriate html sign.
This would be a list I found for Russian special letters:
