Comment #1 on issue 1564 by [email protected]: Every time a message is sent in the chat panel, the whole window is bilking.

Additional Notes: Blink is only on the sender side. For ex: If Person A sends a message to person B, only Person A's screen blinks. Blink is really visible and annoying.
