New issue 1565 by [email protected]: White board contorls bar issues.

1. When the presenter gives the whiteboard writing controls to a user, that
user's controls bar is not showing drawing controls. They will show up only
when the user opens a new whiteboard.
2. When the Presenter removes the white board writing controls from a user,
the controls are not hidden. But any control the user clicks on, its only
displaying a pointer at that point.
