That is somehow a strange explenation (but I would accept it too). We can also distribute our plugin also at apache-extra.org. Just currently the situation is simply unclear.

But you can distribute the "apache application xyz" as a separated application even knowing that you can't run it without an operating system. In that sense every application is just a plugin of a certain computer system architecture. In what sense is that different from our plugins that we produce for Moodle, SugarCRM, Drupal, ...?
