That is somehow a strange explenation (but I would accept it too). We
can also distribute our plugin also at apache-extra.org. Just
currently the situation is simply unclear.

Take the apache webserver HTTP for example or any "apache application
xyz". You can't run the software without an operating system. There
simply exists no operating system that is apache license compliant.
How can you claim that "apache application xyz" can run without an
operating system. So you can't bundle "apache application xyz" and
combine with Debian and distribute the ISO as "apache debian ISO XYZ".
But you can distribute the "apache application xyz" as a separated
application even knowing that you can't run it without an operating
system. In that sense every application is just a plugin of a certain
computer system architecture.
In what sense is that different from our plugins that we produce for
Moodle, SugarCRM, Drupal, ...?
